In the context of global integration and increasingly complex climate change, cooperation in agriculture among nations is more essential than ever. Vietnam, with its rich experience in sustainable agricultural development, has actively taken on the role of a bridge for sharing agricultural knowledge with Africa through the Inter-regional High-Level Forum on the OCOP (One Country One Priority Product) program, held in Hanoi in July 2025.
OCOP – From a Vietnamese Initiative to a Global Model
Vietnam’s OCOP program, launched in 2018 under the concept “One Commune One Product,” aims to develop distinctive local products by leveraging regional strengths, local knowledge, and community creativity. As of June 2025, more than 16,855 products have been rated 3 to 5 stars, generating clear economic value, increasing incomes, improving livelihoods, and promoting sustainable rural development.
From its domestic success, Vietnam has confidently brought the OCOP model to the global stage, with the 2025 OCOP Forum being a major highlight.
OCOP 2025 Forum – A Hub for South–South Agricultural Cooperation
Held on July 15–16, 2025, in Hanoi, the OCOP Forum brought together over 17 ministers and high-ranking agricultural officials from African and South Asian countries such as Tunisia, Zambia, Bhutan, Nepal, and more. This marked the first time Vietnam hosted a large-scale inter-regional agricultural forum, with strong support from the Food and Agriculture Organization of the United Nations (FAO).
The forum focused on policy dialogue, presentation of Vietnam’s OCOP model, and promotion of FAO’s global initiative “One Country One Priority Product,” which is currently being implemented in 56 countries.

The Values Vietnam Shares
At the forum, Vietnam presented not just a model for developing local agricultural products, but also a comprehensive set of sustainable development values:
- Agriculture in harmony with ecosystem restoration
- Empowerment of women and youth in rural areas
- Strengthening public–private–community partnerships
- Application of science and technology in production and traceability
- Building brands and enhancing global competitiveness
Delegates from African countries also joined a field trip to Ninh Binh Province to observe real-world OCOP implementations, such as medicinal herb farming integrated with community-based tourism, and the production of signature local food like crispy rice cakes. These are vivid examples of how Vietnam’s OCOP model works in practice.
Broadening Cooperation – Opportunities for Both Sides
Vietnam called on partner nations to participate in building a South–South knowledge and market network, focused on agricultural policy, technology transfer, and product traceability. Several African countries expressed strong interest in Vietnamese support in:
- Agricultural workforce training
- Value chain development
- Creating and promoting their own OCOP products

More than a cooperation event, the OCOP 2025 Forum is a landmark of strategic South–South partnership, where Vietnam plays an active, innovative, and responsible role. Sharing agricultural experience not only supports sustainable development in both Asia and Africa but also enhances Vietnam’s global standing in agriculture and rural development.
